A friend sent back this photo from China. He says that see saw this van parked out front of his building, with (among other services) “home appliance recycling” offered on back window. (It is reported that one of goals of national program is to eventually force such informal recycling activities, which can have severe environmental impacts, into the formal (regulated) sector).
Can any readers provide a full translation?

my reading is tragically poor these days. i got lost after air conditioning. But here is a translation courtesy of my good friend Gregory Waldrop–law student extraoridaire at Georgia State:

1. 空调（kong1tiao2 AC）移动（yi2dong4 mobile) 加fei (jia1fei4-i think–add freon–that second character was a pain.not in my chinese program…I knew it must be a gas and that freon is in AC units..so I looked up freon in google translate)
2. 修理 (xiu1li3 repair), 销售(xiao1shou4 sales) 家电(jia1dian4 home appliance) 回收 (hui2shou1 recycling)
So this guy is a moblie AC repair person with freon service. He also repairs, sells things..I assume the home appliances, maybe the AC units? It does look like he recycles home appliances though.

I think the second line’s grammar in Chinese is very poor, should mean
repair, sell and recycle house appliances.
